You can either major in Early Childhood Education or Secondary Education. To be a special education teacher in most places you have to have your master in special education.

Your degree would be special ed–and you would get a teaching certificate to teach in the state of Pennsylvania. They do not require a masters degree to become a special education teacher.
Special education is different from a general ed degree because it requires creativity to effectively adapt to many different styles of learning (cognitive and/or physical).
You cannot assume a student does not get something or is ‘not learning‘ and/or does ‘not want to learn’ because a lesson is not immediately grasped in the first way which you presented the material.
Regular ed increasingly works with special education students now, but the special education teacher would also work with students who still could not be mainstreamed into a classroom due to the severity of their disability or who would need to leave for taking a test in a guaranteed quiet room. They can also be employed in hospitals and/or state schools with the most severe cases.
Special education services would also include other people outside of a regular classroom setting such as a physical therapist, speech therapist, diagnostician (who is the person whose training would require a masters degree!), and school nurse.
This is because they enable students with less severe disabilities to be enrolled on campus who would have 50 years ago been expelled if enrolled at all —merely because of that student also happening to be a person with a disability.
Apparently in that state they have both entrance and exit criteria to the teacher program wanting to major in special ed. And this includes successully completing 80 hours of field experience with students whose background happens to be different from your own.
