social security issues : I am 36 with 2 kids, one is 17, and one is 15. I am on Social Security. Will I get a rebate check even if I didn’t file homestead or taxes, because of over the limit for Homestead and could not file dur to the fact I am on Social Security.

No, the social security recipients that the tax rebate effects are those on social security retirement, not disability.

Unfortunately, from what i have seen the plan only applies to Seniors that are on Social Security.
“Anyone with at least ,000 in earned income last year will get 0, as will seniors on Social Security, even if they paid no income taxes”.
